Pool fencing is one part of our residential fencing services. Many clients pair a pool fence with a new custom deck or a shaded pergola or patio cover.
Why a Pool Safety Fence Matters in Bexar County
Drowning kills more children ages 1 to 4 than any other cause, according to the CDC. Most of those deaths happen in home swimming pools. The same CDC page reports that a four-sided isolation fence cuts a child’s drowning risk by 83% compared with a yard-only fence.
The risk is local, too. The Texas Department of Family and Protective Services counted 88 child drownings statewide in 2025. Its county data lists 8 in Bexar County, and 4 of those happened in backyard pools.
A fence doesn’t replace supervision. It buys time when an adult looks away for a minute.
San Antonio and Texas Pool Fence Codes
Two sets of rules apply here. Which one covers you depends on who owns the pool.
Single-Family Homes Follow the City Pool Code
San Antonio has adopted the 2024 International Swimming Pool and Spa Code (ISPSC) with local amendments. The city’s Information Bulletin 170 says Section 305 requires a barrier around residential pools and spas. That covers in-ground pools, above-ground pools, hot tubs, and fixed wading pools.
The code defines a barrier as a permanent fence, wall, or building wall that fully surrounds the pool. “Permanent” means nobody can remove or lift it without a tool.
The city inspects the barrier at the Building Final. Door alarms, self-latching devices, and pool cover requirements get checked at the same visit.
Apartments, Condos, and HOA Pools Follow State Law
Texas Health and Safety Code Chapter 757 covers pools run by multiunit rental complexes and property owners associations. It does not apply to a single-family home outside a condo project.
Chapter 757 is stricter in a few spots:
- Chain link is banned for any new pool yard enclosure built after January 1, 1994.
- Gate latches must sit at least 60 inches above the ground, with narrow exceptions.
- Owners must inspect enclosures, gates, and latches at least once every 31 days.
HOA and apartment managers can learn more on our commercial fencing page.
Fence Permits and HOA Approval
San Antonio’s Unified Development Code requires a building permit for most new fence work inside city limits. The city caps residential fences at 8 feet, even with a special exception. We confirm the permit path for your address before we dig.
Suburbs like Schertz, Boerne, and Helotes enforce their own codes. If you live in an HOA, get architectural approval before the install date.
Recommended Pool Fence Heights, Gates, and Locks
These are the core ISPSC barrier rules San Antonio lists in IB 170. They are minimums, and we often build above them.
Height and Ground Clearance
- Minimum height: 48 inches, measured on the side facing away from the pool
- Gap at the bottom: 2 inches max over grass or gravel, 4 inches max over concrete
- Openings: No gap may let a 4-inch sphere pass through
Many San Antonio homeowners choose a 5-foot pool fence. The extra foot makes climbing harder and adds privacy.
Gates and Latches
Every pedestrian gate must meet three rules:
- It opens outward, away from the pool.
- It self-closes without help.
- It self-latches every time it shuts.
The latch release must sit at least 54 inches above the bottom of the gate. The other option puts it on the pool side, at least 3 inches below the top. In that case, no opening near the latch can exceed 1/2 inch within 18 inches.
A padlock can add security. The code does not let a lock replace the self-latching device.
Doors, Windows, and Climbable Features
When your house wall forms part of the barrier, each door leading to the pool needs an audible alarm. The alarm must be listed to UL 2017. First-floor windows with sills under 48 inches need alarms too.
Keep grills, AC units, planters, and benches away from the outside of the fence. Kids use them as ladders.
When a Safety Cover Counts
A pool with a powered safety cover that meets ASTM F1346 doesn’t need a barrier under the city code. Spas and hot tubs qualify with a lockable ASTM F1346 cover. Most families still install a fence as a second layer.
Pool Fence Materials: Pros and Cons
The right material depends on your budget, your view of the water, and how much upkeep you want. Here’s how the common options compare around a San Antonio pool.
Ornamental Iron and Steel
Ornamental iron fencing is our most common pool choice. It lets you watch the pool from the house, and powder coating protects it in the Texas sun.
- Pros: Strong, open view, adds curb appeal, custom heights
- Cons: Costs more than chain link; scratches need touch-up to prevent rust
- Pool tip: Pick panels with pickets under 4 inches apart. Place horizontal rails at least 45 inches apart, or tighten spacing to 1 3/4 inches.
Wood Privacy Fence
A cedar or pine wood fence blocks the neighbors’ view of your pool. It can serve as a barrier if the gaps, gate, and rails meet code.
- Pros: Privacy, warm look, matches many San Antonio homes
- Cons: Needs sealing; pool water and sun speed up wear
- Pool tip: Face the rails toward the pool so the outside offers no footholds.
Vinyl
Vinyl resists rot and never needs paint. It gives you a clean privacy look with little upkeep.
- Pros: Low maintenance, easy to clean, solid privacy
- Cons: Higher upfront cost than wood; fewer color choices
Chain Link
Chain link fencing is the budget option for single-family homes. San Antonio limits pool barrier chain link openings to 1 3/4 inches square.
- Pros: Lowest cost, durable, quick to install
- Cons: Needs smaller mesh or slats to pass code; banned for apartment and HOA pools
Other Materials Homeowners Ask About
- Aluminum: Rust-proof and lightweight, with a look similar to iron
- Removable mesh: Low cost and see-through, but built for temporary safety rather than permanent style
- Tempered glass: Clear view of the water, but the most expensive option by far

Pool Fence Cost Factors in San Antonio
Your price depends on your yard, not a flat rate. National cost data from HomeGuide puts installed pool fences at $10 to $45 per linear foot for most materials. Glass runs far higher.
| Material | National installed cost per linear foot |
| Galvanized steel mesh | $10 to $15 |
| Aluminum | $30 to $45 |
| Wrought iron | $50 to $85 |
| Tempered glass | $120 to $500 |
Treat these as ballpark figures. Your written estimate reflects local labor and your site.
What Changes Your Price
- Total linear feet: Isolation fences often run longer than the pool edge.
- Number of gates: Each gate adds hinges, a closer, and a code latch.
- Height: A 5-foot fence costs more than a 4-foot one.
- Ground conditions: Limestone, slopes, and pool decks slow post setting.
- Existing fence: Upgrading a sound fence can cost less than a full rebuild.
- Custom details: Decorative tops, special finishes, and masonry columns add cost.

Residential Pool Fence Installation: What to Plan For
Good planning prevents a failed inspection and a second trip. Here’s what we look at on every San Antonio job.
Timing With Your Pool Build
The city lets you build the pool and barrier under the same permit. The fence must be done before the Building Final. Read what comes first, the pool or the fence to plan the order.
Perimeter Fence or Isolation Fence
A yard fence uses your house as the fourth side. That setup requires alarms on every door that opens to the pool.
An isolation fence surrounds the pool on all four sides. It costs more, but the CDC data above shows it protects kids far better.
Soil, Slope, and Utilities
San Antonio yards range from clay to shallow limestone. We call 811 before digging, set posts for your soil type, and hold the bottom gap tight on slopes.

Pool Fence FAQs
Does Texas Require a Fence Around a Residential Pool?
State law, Chapter 757, covers apartment, condo, and HOA pools. For single-family homes in San Antonio, the city pool code requires the barrier. A qualifying ASTM F1346 safety cover is the main exception.
How Tall Does a Pool Fence Have to Be in San Antonio?
A pool fence must be at least 48 inches tall on the side facing away from the pool. Residential fences in the city can’t exceed 8 feet. Most homeowners choose 4 or 5 feet.
Can My Existing Privacy Fence Count as a Pool Barrier?
Often, yes. It must be at least 48 inches tall with no gaps a 4-inch sphere can pass through. The gates need self-closing, self-latching hardware, and doors from the house need alarms.
Do Above-Ground Pools Need a Fence in San Antonio?
The pool wall can act as the barrier if it stands at least 48 inches above grade. Ladders or steps must lock, fold up, or come off. Otherwise, the ladder needs its own compliant barrier.
Can I Use Chain Link Around My Pool?
For a single-family home, yes, if openings are no larger than 1 3/4 inches square. Slats can shrink larger openings to meet that limit. Apartments and HOA pools can’t use chain link on new enclosures.
How Much Does a Pool Fence Cost in San Antonio?
National data puts most installed pool fences between $10 and $45 per linear foot. Iron and glass cost more. We give you a free written estimate after measuring your yard.
Do I Need a Permit for a Pool Fence?
San Antonio requires a building permit for most new fences inside city limits. New pools also need a pool permit that includes the barrier. We check the rules for your address during the estimate.
Which Pool Fence Gate Latch Is Best?
Choose a self-latching latch mounted at least 54 inches high, or a pool-side latch at least 3 inches below the top of the gate. Magnetic latches hold well and resist sagging gates. Test the gate each month so it closes and latches from any open position.
